📚 Germany 1815–48: From the German Confederation to the Frankfurt Parliament |
Between 1815 and 1848 the German lands were reshaped by the Vienna settlement, by an uneasy balance between Austrian dominance and Prussian ambition, and by the growing pressures of liberalism, nationalism and industrial change. This article examines the German Confederation, the Metternich system of repression, the economic impact of the Zollverein, the social crisis of the Hungry Forties and the dramatic hopes and failures of the 1848 revolutions. It closes with the Frankfurt Parliament, the offer of the imperial crown to Frederick William IV and the historiographical debate over why the revolution failed, focusing on the key debates and turning points that A-Level History examinations reward.
1. The Vienna Settlement and the German Confederation |
After Napoleon's defeat, the Congress of Vienna (1814–15) did not restore the Holy Roman Empire, which Napoleon had abolished in 1806. Instead the Great Powers created the German Confederation (Deutscher Bund), a loose association of 39 sovereign states and free cities placed under the permanent presidency of Austria.
The Confederation's only central organ was the Federal Diet (Bundesversammlung) in Frankfurt, chaired by Austria. It could coordinate foreign policy and defence in theory, but it had no common army, no supreme court, no customs system and no power to tax directly. Constitutional changes and most major decisions required unanimity, which made decisive action almost impossible.
This settlement suited Austria, which wanted stability in Central Europe, and it suited the smaller and middle-sized states, which feared both French aggression and Prussian domination. It frustrated German nationalists, who saw the Confederation as a weak substitute for a united nation-state, and liberals, who found no guarantee of constitutions or civil rights in the Federal Act of 1815.
The Confederation was also guaranteed by the Great Powers, and the Diet could intervene inside member states to suppress disorder, as it did in the 1830s. In practice the German lands worked on three levels: Austria, Prussia, and the "third Germany" of middle-sized states such as Bavaria, Württemberg, Baden, Saxony and Hanover.

2. The Metternich System and the Carlsbad Decrees |
Metternich, Austrian Foreign Minister and later Chancellor, built a system of conservative order resting on three pillars: the balance of power between the Great Powers, dynastic legitimacy, and police repression inside the German states. The Congress system of Troppau (1820), Laibach (1821) and Verona (1822) committed the powers to intervene against revolution wherever it appeared.
The murder of the playwright August von Kotzebue by the student Karl Ludwig Sand in March 1819 gave Metternich his pretext. The Carlsbad Decrees of 1819 imposed strict press censorship, placed universities under official supervision, dissolved the Burschenschaften and set up a Central Investigation Commission at Mainz to hunt "demagogues".
Repression followed a rhythm of festival and crackdown: the Wartburg Festival of 1817 and the Hambach Festival of 1832, with its demand for a free and united Germany, were answered by the Six Articles and the Ten Articles of 1832, further censorship and bans on political meetings and associations. The storming of the Frankfurt guardhouse in April 1833 produced another round of investigations.
The system was effective but never total. Censorship was unevenly enforced, the middle states kept their constitutions, and liberal and nationalist ideas continued to circulate through newspapers, reading societies, gymnastic clubs and student networks. Metternich's authority rested on Austrian prestige and on the cooperation of the states rather than on real coercive power.
3. Liberalism and Nationalism in the German Lands |
Liberalism in this period meant constitutional government, representative assemblies, the rule of law, freedom of the press and religion, and economic freedom. Its social base lay chiefly in the educated middle class: lawyers, doctors, professors, officials, journalists and merchants, especially in the towns of the south-west.
Nationalism had a cultural and a political face. Cultural nationalists celebrated the German language, folklore and history, following Her
