📚 Further Human Resource Management |
Effective human resource management (HRM) goes far beyond hiring and paying workers. It links workforce planning, recruitment, training, appraisal, reward and employee relations to the strategic goals of a business. This article examines the key concepts, measures and evaluation skills required for Cambridge A-Level Business under the topic of further human resource management.
1. Strategic Role of HRM |
Strategic HRM aligns workforce policies with long-term business objectives such as growth, cost leadership, innovation or customer service. People decisions are therefore taken alongside marketing, operations and finance decisions, not after them.
HR specialists contribute to organisational design, succession planning, talent management and cultural change, making HR a source of competitive advantage rather than an administrative function that merely processes contracts and payroll.
A strategic approach requires measuring workforce outcomes, forecasting future skills and designing policies that support flexibility, engagement and compliance with employment law.
| Business strategy | HR priority |
| Growth / market expansion | Recruitment volume, talent pipelines, succession planning |
| Cost leadership | Lean staffing, multi-skilling, productivity targets, tight headcount control |
| Innovation / differentiation | Retention of specialists, project teams, flexible reward |
| Customer service | Service training, empowerment, quality-based reward |
2. Hard and Soft HRM |
Storey's model distinguishes hard HRM, which views labour primarily as a cost to be minimised, from soft HRM, which views employees as assets whose commitment and creativity add value.
Hard HRM leads to tight headcount control, short-term contracts, minimal training budgets and pay set close to market or legal minimums. It can deliver low unit labour costs, but it also risks low morale, high labour turnover and poor service quality.
Soft HRM leads to investment in training, internal promotion, empowerment and two-way communication. Engagement and retention usually improve, but the cost base is higher and the benefits may take years to appear.
Most real businesses mix the two approaches: hard HRM for high-turnover, low-skill roles and soft HRM for roles where knowledge, creativity or customer relationships are critical. Evaluation should therefore consider the labour market, the skill level required and the firm's competitive strategy.
3. Workforce Planning and Forecasting |
Workforce planning compares the number and type of employees a business will need with the number and type it expects to have. It begins with an audit of the current workforce by age, skill, contract type and department.
Demand forecasting is derived from sales and output plans, productivity assumptions and planned changes such as new factories, automation or store openings. Supply forecasting considers retirements, resignations, internal promotions, maternity leave and the availability of skills in the external labour market.
The difference between the two is the skills gap, which can be closed by recruiting, training, redeploying, using temporary staff, outsourcing or redesigning jobs.
Employees required = Planned output ÷ Expected output per employee
Planning has clear limits: forecasts are based on assumptions, labour markets change quickly, and over-staffing creates costs that are hard to reverse because of redundancy payments and damaged morale.
4. Recruitment and Selection |
Recruitment attracts suitable candidates; selection chooses between them. The process typically starts with a job description (tasks and responsibilities) and a person specification (skills, qualifications and experience).
| Method | Advantages | Drawbacks |
| Internal recruitment | Cheaper, faster, known track record, motivating | Limited new ideas, leaves another vacancy |
| External recruitment | Wider pool, fresh skills and ideas | Higher cost, longer induction, higher risk |
| Interviews | Two-way communication, assesses soft skills | Bias, low predictive validity if unstructured |
| Testing / assessment centres | Objective, job-related, good for complex roles | Expensive, time-consuming |
Selection tools should be reliable (consistent results) and valid (actually predict job performance). Poor selection is costly: recruitment spend is wasted, training must be repeated and the wrong appointment may damage customer relationships.
Employer brand matters too. Firms that offer training, progression and flexibility can attract stronger applicants at lower pay, which is a genuine competitive advantage in tight labour markets.
5. Training and Development |
Induction introduces new employees to the organisation, its culture, safety rules and colleagues. Effective induction reduces early resignation, speeds up productivity and lowers the risk of costly mistakes.
On-the-job training takes place at the workplace and includes coaching, mentoring and job rotation. Off-the-job training takes place away from the workplace and includes courses, e-learning and day release at college.
| On-the-job | Real equipment, lower cost, immediate relevance, but quality depends on the trainer and mistakes affect output |
| Off-the-job | Expert trainers, wider knowledge, networking, but higher cost, lost output and possible weak transfer back to work |
Training raises productivity, quality and flexibility, and it supports motivation because employees feel valued. However, it adds short-term cost, and trained staff may leave for competitors, so firms increasingly use retention tools such as career paths and training bonds.
Training needs are usually identified through appraisal, and its effectiveness can be judged at four levels: reaction, learning, behaviour change and measurable business results.
6. Performance Appraisal |
Appraisal is the systematic review of an employee's performance against agreed targets. Its purposes include identifying training needs, deciding pay and promotion, giving feedback and setting future objectives.
Common methods include rating scales, critical incident records, management by objectives, self-assessment and 360-degree feedback from managers, peers, subordinates and customers.
Appraisal supports motivation when targets are specific, challenging but achievable, and when feedback is timely. This links directly to goal-setting theory and to Herzberg's view that achievement and recognition are motivators rather than hygiene factors.
Appraisal can fail through bias: the halo effect, recency error, leniency or strictness, and personal dislike. It may also become a box-ticking exercise that damages trust if ratings are not linked to any real consequence.
7. Reward Management and Motivation |
Reward includes financial methods (basic pay, overtime, commission, bonus, piece rate, profit sharing, fringe benefits) and non-financial methods (praise, autonomy, flexible hours, development, job enrichment).
Time-based pay is simple and predictable but does not directly reward effort. Piece rate and commission reward output and sales, yet they can damage quality and teamwork, and they are hard to apply in service or knowledge work.
Performance-related pay, bonuses and profit-sharing schemes link pay to results and can attract ambitious staff, but they depend on fair measurement and may cause resentment if targets feel unachievable or if appraisal is seen as biased.
Taylor emphasised pay as the main motivator, whereas Maslow and Herzberg show that pay mainly prevents dissatisfaction once it is perceived as fair. In evaluation, consider affordability, internal equity, external competitiveness, equal pay law and the risk that financial rewards become an expected entitlement.
8. Employee Relations and Employment Law |
Employee relations covers the relationship between management and workers, including communication, consultation, negotiation and dispute resolution. Trade unions represent members in collective bargaining over pay, hours, safety and job security.
Where relations are poor, disputes can escalate into work-to-rule, go-slows, strikes or lock-outs, damaging output, costs and reputation. Where relations are good, consultation and works councils can improve change management and reduce resistance.
Employment law imposes duties on employers: written contracts, minimum wage, working time limits, health and safety, protection against discrimination on grounds of age, sex, race, disability or religion, and fair redundancy procedures.
Compliance raises costs and paperwork, but it can also improve retention, employer brand and productivity by reducing accidents, stress and tribunal claims. Evaluation depends on the size of the firm, the sector and the strength of enforcement.
9. Organisational Structure, Culture and Change |
HR decisions shape structure: tall hierarchies with narrow spans of control give close supervision but slow communication, while flat structures with wide spans of control cut cost but can overload managers.
Centralisation keeps decisions with senior managers and gives consistency; decentralisation speeds up local decisions and raises motivation but risks inconsistency and duplication.
Culture is often described through Handy's four types: power, role, task and person culture. Culture determines whether employees comply, comply willingly or actively commit, which in turn affects engagement and labour turnover.
Change programmes such as Lewin's unfreeze-change-refreeze or Kotter's staged approach depend on communication, participation and visible leadership support. Resistance is normal and can be reduced by explaining the reasons for change, offering training and addressing job security fears early.
10. HR Metrics and Measuring Workforce Performance |
Hard data makes HR decisions credible. The most frequently examined measures are labour turnover, retention, absenteeism, labour productivity, unit labour cost and training spend per employee.
Labour turnover (%) = (Employees leaving in a period ÷ Average number of employees) × 100
Absenteeism (%) = (Days lost to absence ÷ Total possible working days) × 100
Labour productivity = Total output ÷ Number of employees
Unit labour cost = Total labour cost ÷ Units of output
| Metric | What it suggests | Limitation |
| High labour turnover | Poor recruitment, pay or management; high training cost | Some turnover is healthy and brings new ideas |
| Rising absenteeism | Stress, low morale, poor safety; output disruption | Figures may be recorded inconsistently |
| Labour productivity | Efficiency of people and capital combined | Rises with automation, not only with better HRM |
| Unit labour cost | Competitiveness against rivals | Ignores quality, service and non-pay costs |
Metrics must be compared over time, against rivals and against targets. A single figure proves little: a high turnover rate may reflect a deliberate strategy of using short-term contracts in a seasonal industry.
Human resource accounting goes further by trying to value employees as assets, but people cannot be owned, valued reliably or shown as a balance sheet asset, so the approach is used mainly for internal decision making.
11. Evaluation Skills: Costs, Benefits and Judgement |
Strong A-Level answers do not simply list HR methods; they weigh costs against benefits and reach a supported judgement. The key question is usually whether a policy will improve performance enough to justify its cost.
Evaluation should consider the time horizon, since training and engagement pay back slowly while redundancies save money immediately. It should also consider stakeholders: shareholders may prefer lower labour cost, while employees prefer security and development.
Context matters enormously. Firm size, sector, skill scarcity, labour market conditions,
