1. Defining Organisational Structure |

Organisational structure is the formal system of task and authority relationships that controls how people coordinate their actions and use resources to achieve business objectives.

A clear structure shows who is responsible for each activity, who reports to whom, and how information should flow through the business.

Well-designed structures reduce confusion, avoid duplication of work, and support faster decision-making.

The four main purposes of organisational structure can be summarised as division of work, coordination, control and communication.

Division of work means breaking the overall task into specialised jobs so that employees can build expertise. Coordination means linking those separate jobs so that they pull in the same direction. Control means giving managers the authority to monitor performance, set standards and correct deviations. Communication means providing clear channels through which instructions, feedback and information travel up, down and across the business.

Without a formal structure, employees may be uncertain about their duties and may receive conflicting instructions from different managers.

It is useful to distinguish formal structure from informal structure. The formal structure is the official one printed on the organisational chart: it defines job titles, reporting lines and levels of authority. The informal structure is the network of personal relationships, friendships and unofficial communication that develops naturally among employees. A good manager recognises both, because the informal structure can either speed up or block the formal one.

2. Organisational Charts and Hierarchy |

An organisational chart is a diagram that shows the formal structure of a business. It displays job titles, the levels of management, the reporting relationships between them, and the channels of communication that are officially recognised.

Hierarchy refers to the number of levels of authority in a business, from the chief executive at the top to the shop-floor or front-line employees at the bottom. Each level normally has less authority and narrower responsibility than the level above it.

The main advantages of drawing an organisational chart are that it clarifies reporting lines, helps new employees understand where they fit, shows possible promotion paths, and reveals gaps or overlaps in responsibility.

The main limitations are that charts quickly become out of date after restructuring, they show only formal relationships and ignore the informal network, and they can make a business look more rigid and rational than it really is in daily practice.

On a chart, a solid vertical line usually represents line authority, that is, the direct power to instruct a subordinate. A dotted or horizontal line usually represents a functional or staff relationship, where one manager advises or supports another without having the power to command them.

3. Tall versus Flat Structures |

A tall structure has many levels of hierarchy and a narrow span of control at each level. Instructions must pass through several layers before they reach the front line, and information must climb back up the same number of layers.

A flat structure has few levels of hierarchy and a wide span of control. Managers supervise more subordinates directly, and decisions usually travel a shorter distance from the top to the bottom.

Tall structures offer clear promotion ladders, close supervision and well-defined responsibilities, but they tend to be slow, expensive in managerial salaries, and prone to distortion of messages as they pass through many layers.

Flat structures encourage faster communication, lower managerial overheads and greater employee empowerment, but they can overload managers, offer fewer promotion opportunities, and make close supervision of junior staff more difficult.

Levels of hierarchy | 层级数量 Many | 多 Few | 少
Span of control | 管理幅度 Narrow | 窄 Wide | 宽

4. Span of Control |

Span of control is the number of subordinates who report directly to one manager. A wide span means one manager supervises many employees; a narrow span means the manager supervises only a few.

The average span of control can be estimated as follows:

Average span of control = Number of employees ÷ Number of managers

gers at all levels, the average span of control is 200 ÷ 20 = 10 subordinates per manager.

Several factors determine how wide a span can safely be. A wide span is possible when subordinates are experienced, the work is routine and standardised, technology and information systems allow easy monitoring, and tasks are similar for everyone.

A narrow span is more appropriate when the work is complex, varied or high risk, when subordinates are new or need training, when close quality control is essential, and when the manager also has substantial responsibilities outside supervising the team.

A span that is too wide produces overloaded managers, poor supervision, delayed feedback and demotivated staff. A span that is too narrow produces excessive supervision, management cost that is hard to justify, frustrated employees who feel micro-managed, and too many layers of hierarchy.

5. Chain of Command, Authority and Responsibility |

The chain of command is the unbroken line of authority that runs from the most senior manager down to the most junior employee. It identifies who has the right to give instructions to whom.

Authority is the right to give orders and to take decisions, usually granted by the position a person holds in the hierarchy. Responsibility is the duty to carry out the tasks that have been assigned.

Responsibility cannot be delegated away permanently. A manager who assigns a task to a subordinate remains responsible for the outcome to their own superior. This is why delegation must always be accompanied by accountability.

Line authority is the direct power to command subordinates down the chain of command, for example a production manager instructing machine operators. Staff authority is the right to advise, support and recommend, for example a human resources specialist advising line managers on recruitment rules without being able to order them to hire a particular person.

A long chain of command slows decisions and increases the risk that instructions are misunderstood. Businesses therefore try to keep the chain as short as is compatible with adequate control.

6. Delegation and Accountability |

Delegation is the passing down of authority and responsibility from a superior to a subordinate for a specific task or area of work, while the superior retains overall accountability.

Effective delegation usually involves four elements: the manager explains the task and the standard required, grants enough authority to complete it, provides the necessary resources and training, and sets a deadline with a review point.

Delegation benefits the business because it frees senior managers for strategic work, speeds up local decision-making, develops the skills of junior staff and increases their motivation through trust.

Delegation can fail when managers delegate only unpleasant tasks, when authority granted is less than the responsibility given, when subordinates lack training, or when the manager interferes and reverses decisions.

Accountability means being answerable for results. If a delegated task fails because the subordinate was negligent, the subordinate is held accountable; if it fails because the manager gave inadequate resources or unclear instructions, the manager remains accountable.

7. Centralisation versus Decentralisation |

Centralisation means that decision-making authority is concentrated at the top of the hierarchy. Senior managers in head office make the important decisions and local managers implement them.

Decentralisation means that decision-making authority is spread down the hierarchy and out to regional, branch or departmental managers, who are allowed to decide matters that fall within their own area.

Centralisation provides consistent policies across the whole business, allows economies of scale in purchasing and finance, keeps control with experienced senior managers, and prevents individual units from pursuing their own interests at the expense of the group.

The risks of centralisation are slow responses to local conditions, demotivated local managers who feel they have no discretion, overload at head office, and decisions taken by people far removed from customers.

Decentralisation encourages faster and more informed local decisions, raises the motivation and job satisfaction of unit managers, reduces the burden on senior management and helps the business respond to different regional markets.

The risks of decentralisation are inconsistent standards and brand image between units, duplication of functions such as separate purchasing or HR teams, loss of central control and possible conflict between units competing for the same resources.

In practice most businesses are neither fully centralised nor fully decentralised. They choose a hybrid, for example centralising finance, brand strategy and major capital investment while decentralising pricing, staffing and day-to-day customer service.

8. Types of Organisational Structure |

A functional structure groups employees by the specialist activity they perform, such as marketing, finance, operations and human resources. Each function is headed by a specialist manager who reports to the chief executive.

The advantages of a functional structure are specialisation, clear career paths within a profession, efficient use of specialist equipment and expertise, and simple lines of reporting. Its disadvantages are poor coordination between functions, departmental rivalries, and slow response to projects that need several functions at once.

A divisional structure groups the business by product, by geographic region or by customer type. Each division normally contains its own functional teams and has its own profit responsibility.

Divisional structures improve focus on particular products or markets, allow clear measurement of divisional profitability, and enable faster local decisions. They can, however, duplicate functions across divisions, raise total costs, and encourage divisions to compete rather than cooperate.

A matrix structure combines functional and project or divisional lines of authority. An employee may report to a functional head for professional standards and to a project manager for the delivery of a specific project.

The matrix structure makes better use of specialist staff, improves cross-functional communication and suits complex projects. Its weaknesses are dual authority, which can cause confusion and conflict, higher administrative complexity, and slower decisions when the two managers disagree.

9. Delayering, Restructuring and Redundancy |

Delayering is the removal of one or more levels of hierarchy from the organisational structure, usually to create a flatter structure with wider spans of control.

The expected benefits of delayering are lower salary and administrative costs, faster communication, quicker decision-making, wider job roles that increase variety, and greater empowerment of remaining staff.

The likely drawbacks are that remaining managers become overloaded, the number of promotion opportunities falls, survivors may suffer low morale and job insecurity, and the business may lose valuable experience and informal knowledge when people leave.

Restructuring is a broader change in the shape of the organisation, such as merging departments, closing a division, outsourcing a function or moving from a functional to a divisional structure. Redundancy occurs when a job disappears and the employee is no longer needed, which is different from dismissal for misconduct.

Cambridge examiners often expect candidates to evaluate delayering, not just describe it. A strong answer explains that the financial savings are relatively easy to calculate, while the effects on motivation, workload and customer service are uncertain and depend on how well the change is managed.

10. Factors Influencing the Choice of Structure |

The size of the business is a major influence. Small firms often use a simple or flat structure because the owner can supervise everyone directly, while large firms need more levels, more formal rules and often divisional structures.

The strategy of the business matters too. A firm pursuing cost leadership usually wants standardised, centralised and tightly controlled structures, while a firm pursuing differentiation or innovation needs decentralised, flexible structures that allow local experimentation.

Technology and production methods shape structure as well. Mass production with standardised processes supports tall, formal structures with narrow spans, whereas project-based or knowledge-intensive work supports flatter, team-based structures.

Other factors include the diversity of products and markets, the geographic spread of operations, the external environment, the corporate culture and the leadership style of senior managers. A dynamic, unpredictable environment generally favours decentralisation, because local managers can respond faster than head office.

No structure is correct for every business. The appropriate structure is the one that best fits the size, strategy, technology, environment and people of that particular organisation at that particular time.

11. Impact on Motivation, Communication and Performance |

Organisational structure affects motivation because it determines how much autonomy employees have, how closely they are supervised and how many promotion opportunities exist. Delegation and decentralisation generally raise motivation by increasing trust, responsibility and variety.

Structure also affects communication. Tall, centralised structures tend to rely on downward, formal, written communication, which is accurate in principle but slow and easily distorted. Flat, decentralised structures rely more on lateral and informal communication, which is faster but can be less consistent.

Finally, structure influences business performance. A structure that matches strategy allows faster decisions, better customer response, lower administrative cost and more effective use of specialist skills. A mismatched structure produces duplication, delay, conflict between departments and wasted resources.

When answering evaluation questions, remember that the link between structure and performance is not automatic. The same flat structure may raise motivation in one firm and cause chaos in another, depending on the quality of management, the training of staff and the nature of the work.

12. Exam-Style Questions and Practice |

Use the following tasks to test your understanding. Aim to write concise definitions first, then apply them to a real or invented business, and finally evaluate by weighing both sides and reaching a judgement.

anager. For the discussion questions, the strongest answers identify the context, apply two or three arguments from this chapter, and then justify a recommendation with a condition, for example 'decentralise pricing only where local competition differs significantly between regions'.

Key terms to revise before the exam: organisational structure, hierarchy, chain of command, span of control, authority, responsibility, accountability, delegation, centralisation, decentralisation, delayering, functional structure, divisional structure, matrix structure.
