📚 IGCSE Cambridge Politics: Case Study Practice and Model Analysis | IGCSE
Case studies are the bridge between political concepts and real-world application in the IGCSE Cambridge Politics course. This article walks you through six practical case scenarios, shows how to use command words correctly, and builds model answers step by step, so that your knowledge of democracy, sovereignty, representation and accountability turns into marks rather than vague commentary.
1. Why Case Studies Matter |
Examiners do not award high marks for a list of definitions alone. They want you to apply concepts such as democracy, sovereignty, representation and accountability to concrete situations. A candidate who can define 'accountability' but cannot show how a minister is actually held to account in a real dispute has only done half the job.
A strong case study has a clear actor, decision or dispute, and a clear political significance. It should allow you to discuss causes, consequences and alternatives. If your example cannot be used to explain why something happened and what changed afterwards, it is background colour rather than a case study.
Before the exam, build a small case bank covering elections, judicial decisions, pressure group campaigns, referendums and legislature-executive conflicts. This will save time and stop you from writing vague generalisations. Six to eight well-remembered cases are worth far more than twenty half-remembered headlines.
Strong answer = Concept + Case + Consequence + Judgement
2. Command Words in IGCSE Politics | IGCSE
In IGCSE Politics, command words such as 'define', 'describe', 'explain', 'analyse' and 'evaluate' require very different depth. A case study answer that only describes will stay in the middle mark band, no matter how accurate the facts are.
'Analyse' means breaking a case into parts such as institutions, interests and rules. 'Evaluate' means judging success, failure or balance using criteria such as legitimacy, effectiveness and fairness. These two words are where most marks are won or lost.
Before writing, underline the command word. Then decide whether the question wants a short accurate definition, a causal explanation, a breakdown of factors, or a supported judgement. Only then should you choose which case to use.
| Command word | What it demands | Case study move |
| Define | Precise meaning, no example needed | One sentence, key terms only |
| Describe | Say what happened, who and when | Two or three factual sentences |
| Explain | Give reasons and causal links | Use 'because', 'this led to' |
| Analyse | Split into institutions, interests, rules | Two or three named factors |
| Evaluate | Judge using criteria and reach a view | Weigh both sides, then decide |
3. What Makes a Strong Case Study |
A usable case has six ingredients: a date and place, the institutions involved, the main actors, the trigger, the process, and the outcome or unresolved tension. If you can fill in all six in one minute, you have a case you can deploy under pressure.
It also needs a contestable element. Cases are most useful when reasonable people disagree about whether the outcome was legitimate, effective or fair. A case with only one plausible interpretation gives you nothing to evaluate.
- Clear actor: a president, prime minister, court, pressure group, legislature or electorate. /
- Clear institution: which rules and offices shaped the decision. /
- Clear significance: what it tells us about power, representation or accountability. /
- Clear counter-argument: the strongest point against your own view. /
4. Building a Case Bank Before the Exam |
Do not collect news stories. Build a case bank with a fixed structure so that revision becomes retrieval practice rather than re-reading. Use one index card or one table row per case, and force yourself to compress each case into a fixed number of lines.
For each case, record three facts, two concepts and one counter-example. Three facts keep you accurate, two concepts connect the case to the syllabus, and one counter-example protects you against one-sided answers.
| Case | Topic link | Key concepts |
| National election with a votes-seats mismatch | Elections and electoral systems | Representation, mandate, legitimacy |
| Court strikes down an executive action | Judiciary and rule of law | Judicial independence, checks, sovereignty |
| Pressure group campaign that shifted policy | Participation and pressure groups | Pluralism, influence, accountability |
| Referendum with a narrow result | Democracy and participation | Direct democracy, sovereignty, mandate |
| Legislature defeats or blocks the executive | Separation of powers | Scrutiny, gridlock, responsibility |
| Scrutiny committee forces a resignation | Accountability and scrutiny | Ministerial responsibility, transparency |
5. Case 1: A National Election |
Scenario: a party wins an overall majority of seats with only a plurality of the national vote, while a second party gains a larger share of votes but fewer seats. Turnout is high among older voters and low among younger ones.
Concepts to apply: representation, mandate, legitimacy, participation, and the mechanical and psychological effects of the electoral system. A case like this lets you discuss whether a government's claim to a mandate is strengthened or weakened by the gap between votes and seats.
Model analysis: the government can claim legitimacy because the rules were known in advance and accepted by all parties; critics can reply that the legislature does not mirror the preferences of the electorate, and that safe seats reduce the value of many individual votes. A strong answer does not pick a side immediately. It defines the criterion first, then judges.
- Exam-style question: 'Explain how an electoral system can affect the relationship between votes and seats.' Explain how an electoral system can affect the relationship between votes and seats.'
- Exam-style question: 'Evaluate the view that a low turnout undermines the legitimacy of a government.' Evaluate the view that a low turnout undermines the legitimacy of a government.'
6. Case 2: A Judicial Decision Against the Executive |
Scenario: a supreme or constitutional court rules that an action taken by the executive was unlawful, because it exceeded the powers granted by statute or breached a constitutional principle. The government complies but criticises the ruling.
Concepts to apply: rule of law, judicial independence, separation of powers, judicial review, and the difference between reviewing legality and making policy. Note that the court is not saying whether the policy is wise, only whether it is lawful.
Model analysis: supporters argue the decision proves that no institution is above the law, which is the core of constitutional government. Critics argue that unelected judges are making political choices that should belong to elected officials. A balanced answer distinguishes between a court protecting a legal limit and a court substituting its own policy preference, and uses the reasoning in the judgment as evidence.
Judicial review ≠ policy choice: the court asks 'is it lawful?', not 'is it wise?'
7. Case 3: A Pressure Group Campaign |
Scenario: an environmental pressure group campaigns against a company's project. It combines lobbying, a media campaign, a petition and limited direct action. The company changes part of its plan, but the government does not change the law.
Concepts to apply: pluralism, insider and outsider strategies, agenda setting, and the conditions for influence. Success must be defined carefully: influencing a company is not the same as influencing the state.
Model analysis: the group succeeded because the issue was easy to frame in moral terms, public sympathy was broad, and the company's reputation was vulnerable. It failed to change the law because it lacked insider access, the government faced competing economic priorities, and the issue was not salient enough at election time. This gives you a clear evaluative criterion: access, resources, public support and salience.
- Insider access: consultation, committee evidence, professional lobbying. /
- Outsider pressure: petitions, marches, media stunts, civil disobedience. /
- Structural limits: economic priorities, electoral cycles, legal constraints. /
8. Case 4: A Referendum |
Scenario: a referendum on continued membership of a larger union or on a constitutional change produces a narrow result on a turnout of around seven in ten eligible voters. The campaign is heavily shaped by media framing and by competing economic claims.
Concepts to apply: direct versus representative democracy, popular sovereignty, mandate, and the quality of democratic decision-making. Ask whether the question was clear, whether voters had access to reliable information, and whether the result was implemented faithfully.
Model analysis: a referendum can strengthen legitimacy because the decision comes directly from the people and cannot easily be blamed on elites. It can weaken it because a narrow margin may not express a settled view, complex questions become binary, and campaigns may distort information. Use criteria: turnout, margin, clarity, information quality, implementation.
| Criterion | Strengthens legitimacy if… | Weakens legitimacy if… |
| Turnout | High and socially broad | Low or uneven by age and class |
| Margin | Clear and decisive | Very narrow |
