This revision guide covers the Core Content option 'International Relations since 1919' in the Cambridge IGCSE History syllabus (0470). It consolidates the key facts, causes and consequences you need for source-based and essay questions, from the Paris Peace Conference to the Cold War.
1. How to Use This Guide |
Two papers matter most here. Paper 1 tests the Core Content through structured questions, while Paper 2 tests your ability to evaluate sources in a depth study. This option covers six enquiry questions: were the peace treaties fair, was the League of Nations a success, why had peace collapsed by 1939, who was to blame for the Cold War, how effectively did the USA contain communism, and how secure was Soviet control of Eastern Europe.
Use this guide as a framework, not as a substitute for your textbook. For every event, be able to state three things: what happened, why it happened, and how far it mattered. Examiners reward precise dates, named treaties and clear judgements supported by evidence.
2. The Paris Peace Conference and the Big Three | 巴黎和会与三巨头
The Paris Peace Conference opened in January 1919. Germany and its allies were not allowed to negotiate, so the settlement was effectively a 'diktat' - a dictated peace. Thirty-two countries attended, but the real decisions were made by the 'Big Three', whose aims conflicted from the start.
- Georges Clemenceau (France): demanded a harsh settlement to weaken Germany permanently, return Alsace-Lorraine, secure the Rhineland and gain heavy reparations, because France had suffered the most invasion.
- Woodrow Wilson (USA): pushed for the Fourteen Points, national self-determination, free trade and above all a League of Nations to keep the peace collectively.
- David Lloyd George (Britain): wanted Germany punished but not destroyed, fearing that a ruined Germany would turn to communism and would stop buying British goods; he also wanted to protect the British Empire.
3. The Treaty of Versailles: Terms and Impact | 《
The Treaty of Versailles was signed on 28 June 1919. Its terms fell into four areas: guilt, reparations, disarmament and territory. Article 231, the 'war guilt clause', forced Germany to accept full responsibility for the war - a humiliation that fuelled resentment for a generation.
- Reparations: set at 132 billion gold marks in 1921, to be paid in money and goods.
- Disarmament: army limited to 100,000 men, no conscription, no tanks, no aircraft, no submarines, only six battleships, and the Rhineland demilitarised.
- Territory: Alsace-Lorraine returned to France, the Polish Corridor and Posen went to Poland, Danzig became a Free City, the Saar was run by the League for 15 years, and all German colonies became mandates.
- Union with Austria (Anschluss) was forbidden.
German reactions were furious. Politicians denounced the 'Versailles diktat' and the 'war guilt clause', while right-wing groups spread the 'stab in the back' myth that the army had been betrayed by civilians. When Germany failed to pay in 1923, French and Belgian troops occupied the Ruhr, triggering hyperinflation that wiped out savings.
4. The Other Peace Treaties and the New Map of Europe |
Versailles was only one of five settlements. Together they redrew the map of Europe, dismantled the Austro-Hungarian and Ottoman Empires, and created new states such as Czechoslovakia, Yugoslavia and Poland - but they also left millions of German speakers inside foreign borders.
|---|---|---|---|
| St Germain | 1919 | Austria 奥地利 | Recognised Hungary, Czechoslovakia and Yugoslavia; army limited to 30,000; no Anschluss. |
| Neuilly | 1919 | Bulgaria 保加利亚 | Lost territory to Greece, Yugoslavia and Romania; army limited to 20,000; reparations of 100 million pounds. |
| Trianon | 1920 | Hungary 匈牙利 | Lost two-thirds of its territory and about 60 per cent of its population. |
| Sèvres | 1920 | Ottoman Empire 奥斯曼帝国 | Lost Middle Eastern lands; Smyrna to Greece; Straits internationalised. |
| Lausanne | 1923 | Turkey 土耳其 | Replaced Sèvres after Turkish nationalist victory; Smyrna and East Thrace recovered. |
Sèvres collapsed because Mustafa Kemal's nationalists refused to accept it and drove Greek forces out of Anatolia. Lausanne therefore showed that a treaty could be revised by force - a lesson not lost on Hitler.
5. Were the Peace Treaties Fair? |
Arguments that the treaties were fair stress that Germany had caused enormous destruction and that some settlement was unavoidable. Germany was not occupied, was left as a single state, and paid far less in real terms than the reparations figures suggested.
Arguments that the treaties were unfair are stronger for many historians. Germany had no say in the terms, the war guilt clause was one-sided, self-determination was applied to defeated states but not to German speakers, and the reparations burden destabilised the new Weimar Republic.
Questions about the peace treaties were not settled in 1919. A large part of the whole course - the rise of Hitler, the failure of the League and the collapse of peace in 1939 - can be explained as consequences of a settlement that satisfied nobody completely.
