📚 IGCSE CCEA Politics: Essay Writing Framework and Model Answer | IGCSE CCEA 政治:论文写作框架与范文
In CCEA GCSE/IGCSE and A-level Government and Politics, extended-writing questions reward structure, precision and evaluation just as much as factual recall. A candidate who has memorised every fact but never actually answers the question, never deploys examples and never reaches a judgement will sit in the middle bands; a candidate with slightly less knowledge but a disciplined method can reach the top. This guide sets out the repeatable essay-writing framework used by TutorHao tutors, explains exactly what CCEA examiners reward at each level, and provides a full model answer with examiner-style commentary so you can see how knowledge is converted into marks.
1. What CCEA Examiners Look For | CCEA 考官看什么
CCEA extended-writing questions are not knowledge checks. Every mark scheme is built on three assessment objectives, and the band your essay reaches depends on how many of them are visible in the answer. AO1 is knowledge and understanding, AO2 is application and analysis, and AO3 is evaluation and judgement. High marks require all three to be present in every paragraph, not only in the final conclusion.
CCEA 的论文题不是简单的知识默写。每一份评分方案都建立在三个评估目标之上,你的文章能落到哪一档,取决于答案中体现了几个目标。AO1 是知识与理解,AO2 是应用与分析,AO3 是评价与判断。高分要求这三个目标出现在每一个主体段中,而不仅仅出现在最后的结论里。
| Assessment objective | 评估目标 | What it requires | 具体要求 |
| AO1 Knowledge and understanding | AO1 知识与理解 | Accurate factual and conceptual knowledge: institutions, processes, concepts and theories. | 准确的事实与概念知识:制度、过程、概念与理论。 |
| AO2 Application and analysis | AO2 应用与分析 | Deploying that knowledge on the exact question, using examples, explaining cause and effect, comparing. | 把知识用在具体题目上,使用实例,解释因果关系,进行比较。 |
| AO3 Evaluation and judgement | AO3 评价与判断 | Weighing competing arguments, applying criteria and reaching a supported overall judgement. | 权衡对立论点,运用标准,得出有依据的总体判断。 |
CCEA marks extended answers using levels of response, typically five levels. The descriptors are holistic: a Level 4 or Level 5 answer is one that is focused, well evidenced, analytical and evaluative throughout. Examiners are not counting points like a checklist; they are asking whether the whole essay reads like a sustained argument or like a series of unrelated facts.
CCEA 对论文题采用"分档评分"(levels of response),一般为五档,描述语是整体性的:第 4 档或第 5 档的答案,通篇都是紧扣题目、证据充分、有分析、有评价的。考官不是在像打勾清单一样数知识点,而是在判断整篇文章读起来是一场持续的论证,还是一堆互不相关的事实。
The single most common reason for a mid-band mark is the knowledge dump: three paragraphs of accurate information that could have been written before the candidate read the question. If your paragraph would still make sense under a different essay title, it is not answering this one.
卡在中间档最常见的原因就是"知识倾倒":三段准确的信息,但换成另一道题也照样能写。如果你的一段话放在另一个标题下依然成立,那它就没有在回答眼前这道题。
2. Command Words and Question Types | 指令词与题型
Before you plan anything, decode the command word. CCEA uses a small, consistent set of instruction verbs, and each one demands a different shape of answer. Misreading the command word is the fastest way to lose AO3 marks even when your knowledge is excellent.
动手构思前,先破解指令词。CCEA 使用的指令动词数量不多且高度稳定,每个词要求不同的答题形态。即使你的知识非常扎实,误读指令词也是丢掉 AO3 分数最快的方式。
| Command word | 指令词 | What the examiner expects | 考官期待什么 |
| Describe | 描述 | Accurate detail, no judgement needed. AO1 dominant. | 准确细节,不需要判断,以 AO1 为主。 |
| Explain | 解释 | Cause and effect, mechanism, reasons why. AO1 + AO2. | 因果关系、运作机制、原因,AO1 + AO2。 |
| Analyse | 分析 | Break the issue into parts and show how they connect. | 把问题拆成若干部分,并说明它们如何关联。 |
| Assess / Evaluate | 评估/评价 | Weigh both sides and reach a clear, justified judgement. | 权衡双方并得出清晰、有依据的判断。 |
| Discuss | 讨论 | Present competing positions and adjudicate between them. | 呈现对立立场并在其间作出裁决。 |
| To what extent / How far | 在多大程度上 | A qualified judgement: partly, mostly, only under conditions. | 有条件的判断:部分成立、大体成立、仅在特定条件下成立。 |
Note the difference between "Explain why pressure groups are important" and "Evaluate the view that pressure groups enhance democracy". The first rewards clear mechanism; the second rewards a criteria-based verdict. Answers that describe in response to an evaluate question are capped, no matter how accurate the description.
请体会"解释压力团体为何重要"与"评价压力团体是否增进民主"之间的差别。前者奖励清晰的机制说明,后者奖励基于标准的裁决。面对"评价"类题目却通篇描述,无论描述多准确,都会被压分。
Underline the command word and the proposition being judged. A proposition always contains a claim you can agree with, disagree with, or agree with only in part. Writing this claim out in your own words at the top of the page takes twenty seconds and prevents the most expensive mistake in the exam.
把指令词和被判断的命题圈出来。任何命题都包含一个你可以同意、反对或部分同意的论断。用你自己的话把这个论断写在纸的最上方,只需二十秒,却能避免考场上代价最惨重的失误。
3. The TutorHao Framework: PEEEL+ | TutorHao 论文框架:PEEEL+
The framework below is the backbone of every high-band CCEA essay. It works for a 12-mark GCSE answer and for a 25-mark A-level answer; only the number of repetitions changes.
下面这个框架是每一篇高分 CCEA 论文的骨架。无论 12 分的 GCSE 题还是 25 分的 A-level 题都适用,改变的只是重复次数。
PEEEL+ = Point + Evidence + Explain + Evaluate + Link (+ Terminology)
Point - one sentence that states the argument of the paragraph and answers the question directly. Evidence - a specific, verifiable example: a statute, a case, an election statistic, a named report. Explain - the mechanism that connects the evidence to the point. Evaluate - the "so what?" move: how important is this, and compared with what? Link - a closing sentence that ties the paragraph back to the question wording. Terminology - the subject vocabulary that signals AO1 precision.
Point 论点:一句话点明本段主张,直接回应题目。Evidence 证据:具体且可核查的实例,如法条、案例、选举数据、具名报告。Explain 解释:说明证据与论点之间的机制。Evaluate 评价:完成"那又怎样"的一步——这件事有多重要,与什么相比?Link 回扣:用一句话把本段拉回题目措辞。Terminology 术语:体现 AO1 精准度的学科词汇。
A paragraph that stops after Explain is a competent AO1/AO2 paragraph and will sit in the middle. The Evaluate sentence is what lifts it. Compare "This shows that backbenchers can influence policy" with "This shows that backbenchers can influence policy, but only when the government has a small majority - so the influence is conditional rather than routine".
写到 Explain 就停止的段落,是一段合格的 AO1/AO2 段落,分数居中。真正提档的是那句 Evaluate。请对比:"这说明后座议员能够影响政策"与"这说明后座议员能影响政策,但仅当政府多数席位很少时才成立——因此这种影响是有条件的,而非常态化的"。
Use the framework as a diagnostic tool as well as a writing tool. When you review a past paper answer, label each sentence P, E, Ex, Ev or L. Any paragraph with no Ev sentence tells you exactly where the marks went.
这个框架既是写作工具,也是诊断工具。回看自己的模考答案时,把每句话标注为 P、E、Ex、Ev 或 L,任何缺少 Ev 句的段落,都直接告诉了你分数丢在哪里。
4. Planning in Five Minutes | 五分钟构思
Never start writing immediately. Five minutes of planning saves ten minutes of untidy correction and produces a visibly better structure. The plan does not need to be neat; it needs to be complete enough that you never have to stop and think about what comes next.
永远不要提笔就写。五分钟构思可以省下十分钟的涂改,并让文章结构明显更好。计划不必工整,但必须完整到让你中途不需要停下来思考下一句写什么。
- Step 1 - Decode (30 seconds): underline the command word, the proposition and any limiting words such as "in the UK" or "since 1998". | 第一步 破解(30 秒):圈出指令词、命题,以及"在英国""自 1998 年以来"等限定词。
- Step 2 - Define the criteria (1 minute): decide what standard you will judge by, e.g. representation, accountability, legitimacy, participation, effective government. | 第二步 确定标准(1 分钟):决定你用什么标准评判,如代表性、问责性、合法性、参与度、有效治理。
- Step 3 - Brainstorm three for and three against (2 minutes): three is the optimum; five guarantees a rushed and shallow essay. | 第三步 正反各列三点(2 分钟):三点最佳,五点必然写得仓促而浅。
- Step 4 - Attach evidence (1 minute): one specific example per argument. No example means no AO2. | 第四步 配上证据(1 分钟):每个论点配一个具体实例,没有实例就没有 AO2。
- Step 5 - Decide the verdict (30 seconds): write your overall judgement in one sentence before you write the essay, then build towards it. | 第五步 先定判断(30 秒):动笔前用一句话写下总体判断,然后全篇向它推进。
For a 25-mark essay, a 6-paragraph structure is the safest: introduction, three paragraphs for one side, two for the other, conclusion. The side you ultimately support should receive the extra paragraph, because the final judgement must look earned rather than stated.
对于 25 分的论文,六段结构最稳妥:引言、一方三段、另一方两段、结论。你最终支持的一方应多占一段,因为最终判断必须看起来是"论证出来的",而不是"宣布出来的"。
5. Writing the Introduction | 引言写作
A CCEA introduction should do three jobs in three or four sentences: define the key terms, establish the criteria you will judge by, and signpost your overall judgement. It should not retell the history of the topic or list what you are going to do paragraph by paragraph.
CCEA 的引言应当用三到四句话完成三件事:界定关键术语、确立评判标准、预告总体判断。引言不该复述该话题的历史,也不该逐段罗列"我接下来要写什么"。
Weak introduction: "Devolution is a very important topic in British politics. In this essay I will talk about the advantages and disadvantages of devolution and then give my conclusion."
薄弱引言:"权力下放是英国政治中非常重要的议题。本文我将讨论权力下放的优点与缺点,然后给出结论。"
Strong introduction: "Devolution is the transfer of specified powers from central government to elected bodies in Scotland, Wales and Northern Ireland, without surrendering parliamentary sovereignty. Democracy can be judged by participation, representation and accountability. This essay argues that devolution has strengthened democracy in principle, but that asymmetric powers and recurring institutional collapse mean the record in practice is uneven."
优秀引言:"权力下放指中央政府将特定权力移交给苏格兰、威尔士与北爱尔兰的民选机构,但不放弃议会主权。民主可以用参与度、代表性与问责性三项标准来衡量。本文主张:权力下放在原则上增进了民主,但权力配置的不对称与反复出现的机构停摆,意味着实践成效并不均衡。"
Notice that the strong version commits to a position immediately. Some candidates fear that an early judgement removes the suspense; examiners do not reward suspense, they reward a clear line of argument that is supported and then confirmed in the conclusion.
注意优秀版本一开始就表明了立场。有些考生担心太早给出判断会失去"悬念",但考官并不奖励悬念,他们奖励的是清晰的论证主线——先有支撑,最后在结论中被确认。
6. Building the Main Body | 主体段写作
Each body paragraph should be around 100-150 words at A-level and 70-100 words at GCSE. Longer paragraphs lose focus; shorter paragraphs cannot develop evaluation. One argument, one piece of evidence, one evaluation - that is the unit of marks.
A-level 每段主体大约 100–150 词,GCSE 每段 70–100 词。段落过长会失焦,过短则无法展开评价。一个论点、一条证据、一次评价,这就是得分的单位。
Use signposting words to make your structure visible to a tired examiner: "First", "More significantly", "However", "Conversely", "On balance". These words are not decoration; they signal that you are weighing rather than listing.
使用路标词,让疲惫的考官一眼看到你的结构:"First"、"More significantly"、"However"、"Conversely"、"On balance"。这些词不是装饰,它们在告诉考官:你在权衡,而不是在罗列。
A model paragraph skeleton you can reuse in any essay looks like this:
下面这个段落模板,任何题目都可以套用:
→ Explain (mechanism) → Evaluate (importance and comparison) → Link (back to the question)
Two technical habits separate high-band answers. First, quantify wherever possible - "63.5% turnout" beats "reasonable turnout". Second, use the comparative move - "this matters more than X because Y" - which is the purest expression of AO3 in a body paragraph.
有两个技术习惯能区分高分答案。第一,尽可能量化——"投票率 63.5%" 远胜"投票率尚可"。第二,使用比较性表述——"这比 X 更重要,因为 Y"——这是主体段中最纯粹的 AO3 表达。
7. Using Political Examples from Northern Ireland and the UK | 使用北爱尔兰与英国政治实例
CCEA specifications have a strong Northern Ireland dimension, and examiners reward candidates who can move confidently between Northern Ireland, the other devolved nations and Westminster. Generic examples weaken an argument; specific, dated and named examples strengthen it.
CCEA 的考纲有很强的北爱尔兰维度,考官会给那些能在北爱尔兰、其他权力下放地区与威斯敏斯特之间自如切换的考生加分。
