📚 IGCSE WJEC Politics: Practical Assessment Essentials | IGCSE WJEC
In WJEC IGCSE Politics, the practical assessment is not a laboratory experiment but an applied investigation that tests how well you can research, analyse and evaluate a real political issue. The focus is on the process of political enquiry, including how you select sources, collect data and construct a balanced argument. This guide follows that process from the first idea for a topic to the final page of your report.
1. Understanding the Practical Assessment |
The practical component usually takes the form of an independent investigation or a structured citizenship action project. You are expected to produce a written report that links evidence to political concepts such as power, representation and accountability.
WJEC-style tasks often ask you to explore a local or national issue, such as voting behaviour, pressure group influence, or a public policy debate. The key is to show how you think politically, not just to describe events.
What separates a strong report from a weak one is rarely the topic itself. It is whether the question can actually be answered with the evidence available, whether the method is clear enough for another student to repeat, and whether the conclusion weighs competing arguments instead of repeating one side. Examiners reward evidence that is used, not evidence that is merely listed.
Keep the three assessment focuses in view while you plan, because they shape every paragraph you write.
| Assessment focus | What is rewarded |
| Knowledge and understanding (AO1) | Accurate use of political concepts, institutions and processes |
| Application (AO2) | Evidence and examples used to support analysis of a real issue |
| Analysis and evaluation (AO3) | Weighing arguments, judging significance, reaching a justified conclusion |
Weightings vary between specifications and centres, so always check the current WJEC documentation and your teacher's guidance rather than relying on memory.
2. Selecting a Political Issue |
Choose an issue that is genuinely contested and has accessible evidence. A clear, narrow question is much easier to research than a broad theme like "democracy" or "rights".
For example, "Should 16-year-olds be given the vote in Wales?" is a focused question that allows you to collect opinions, data and policy arguments. In contrast, "Is democracy good?" is too vague for a practical report.
- English: Pick an issue with two or more clear positions so you can show evaluation.
- English: Ensure enough sources are available within your time limit.
- English: Check that the issue has a visible decision-maker, such as a parliament, a council or a minister, so accountability can be discussed.
- English: Avoid topics where you already have a strong personal stake that might stop you presenting the other side fairly.
A good test is the "so what?" test. If you cannot explain in one sentence why the outcome matters to real people, the issue is probably too abstract for a practical investigation.
3. Research Design and Question Formulation |
Once you have a broad topic, narrow it into a single research question, then break that question into two or three sub-questions. Each sub-question should be answerable with one type of evidence, so that your method stays manageable.
A useful structure for a political research question is the actor, the policy, the territory and the timeframe. Naming all four prevents vague wording and makes your data collection targets obvious.
Research question = Actor + Policy + Territory + Timeframe
For instance, "How effectively did the Welsh Government's 2020 lowering of the voting age to 16 influence first-time voter turnout in the 2021 Senedd election?" names the actor, the policy, the territory and the timeframe in a single sentence.
Then state a hypothesis, which is a testable claim rather than a personal opinion. A hypothesis such as "Lowering the voting age increases turnout among 16 and 17-year-olds but not among 18 to 24-year-olds" gives your report a spine, because every section either supports, complicates or challenges it.
4. Sources, Evidence and Reliability |
Political enquiry depends on sources, and sources are never neutral. You must judge where a source comes from, who produced it, when it was published and what purpose it serves before you use it as evidence.
Use a simple reliability framework: provenance, authority, currency, purpose and corroboration. A pressure group's campaign leaflet is excellent evidence of the group's arguments, but poor evidence of what the public actually thinks.
| Source type | Strength | Limitation |
| Official statistics (electoral commission, government data) | Comparable over time, method usually published | May not explain why a trend happens |
| Parliamentary or Senedd records (debates, committee reports) | Authoritative statement of political arguments | Framed for a political audience |
| News reports | Current, accessible, often quotes key actors | Editorial line and selective quotation |
| Pressure group material | Clear statement of a campaigning position | Purposely one-sided |
| Your own survey or interview data | Directly relevant to your question | Small samples, self-selection, wording effects |
Wherever possible, corroborate a claim with two independent sources before you build an argument on it. When two sources disagree, that disagreement is not a problem to hide; it is data you can analyse.
5. Data Collection Methods |
Most practical investigations combine documentary research with a small piece of primary data collection. Primary data makes your report original, but it must be small enough to manage and ethical enough to justify.
- English: Questionnaires are quick and produce quantifiable results, but response rates are low and wording can push people towards an answer.
- English: Semi-structured interviews give depth and follow-up questions, but they are time-consuming and hard to generalise from.
- English: Content analysis of manifestos, speeches or news coverage converts text into countable patterns, such as how often a phrase appears.
- English: Secondary analysis of existing data, such as turnout statistics by age group, is efficient and reliable if the original method is sound.
Sampling matters as much as method. A random sample is difficult for a student to achieve, so most reports use opportunity or quota sampling and then acknowledge the limitation openly. Saying "my sample of 30 was not representative of the whole electorate, so the findings are indicative rather than conclusive" earns more credit than pretending the data is generalisable.
6. Using Political Concepts as Tools |
Political concepts are the tools that turn a description into an analysis. Power, authority, legitimacy, representation, accountability and participation are the ones most often used in practical reports.
Concepts should be defined precisely and then applied to your evidence. Writing "this shows power" earns little; writing "the minister used agenda-setting power by deciding which options were never put to consultation" shows genuine understanding.
A compact definition cluster helps you write quickly under time pressure.
- English: Power is the capacity to influence decisions or prevent decisions being made.
- English: Authority is the accepted right to exercise that power.
- English: Legitimacy is the justified acceptance of a ruler or institution by those governed.
- English: Representation is the link between citizens and those who act on their behalf.
- English: Accountability is the obligation to explain and accept consequences for decisions.
- English: Participation is the range of ways citizens engage, from voting to campaigning to abstaining.
Link each concept back to your research question so that theory never floats free of the evidence.
7. Structuring the Written Report |
A predictable structure helps examiners find your analysis quickly. The standard shape is introduction, methodology, findings, analysis, evaluation, conclusion and bibliography.
Each section has one job. If a paragraph is doing two jobs at once, split it, because mixed paragraphs are where marks are most often lost.
| Section | Purpose | Approximate share of words |
| Introduction | Question, hypothesis, definitions, scope | 10% |
| Methodology | Sources, sampling, ethics, limitations | 15% |
| Findings | What the evidence shows, using data and quotes | 25% |
| Analysis and evaluation | Why it matters, competing explanations, judgement | 35% |
| Conclusion | Direct answer to the question, justified | 10% |
| Bibliography | Full list of sources, consistently formatted | 5% |
Use headings and subheadings that mirror your sub-questions, since this makes the argument easy to follow and shows that your structure was planned rather than improvised.
8. Analysis and Evaluation |
Analysis explains why the evidence means what you claim it means. Evaluation goes further and judges how much it matters, compared with other factors and other interpretations.
Use explicit criteria so that your judgement is not simply a matter of taste. Effectiveness, fairness, democratic legitimacy, cost and feasibility are the criteria most often used in politics.
Judgement = Criterion + Evidence + Comparison + Limitation
Balance matters. A report that only presents arguments for lowering the voting age, when the question invites debate, caps its own mark. Give the strongest version of the opposing case before you answer it, which is a fairer and more persuasive technique than dismissing a weak version of it.
Distinguish carefully between three kinds of statement, because examiners do.
- English: Description: "Turnout among 16 to 17-year-olds was 62 per cent."
- English: Analysis: "This is higher than the equivalent group in a comparable election where the voting age remained 18, which suggests the change had an effect."
- English: Evaluation: "However, the novelty of a first vote and heavy campaign coverage may explain the gap more convincingly than the legal change alone."
9. Referencing, Ethics and Anonymity |
Every factual claim that is not common knowledge needs a reference. Referencing is not decoration; it is what allows a reader to check whether your interpretation of a source is fair.
Use one referencing style consistently, whether that is author-date in the text with a full list at the end, or numbered footnotes. Inconsistency suggests carelessness about evidence in general.
Because you may be collecting data from real people, ethics are part of the assessment. Explain the purpose of your research, obtain informed consent, allow withdrawal, keep personal data secure and anonymise participants unless they have agreed to be named.
- English: Never ask a question that tells the respondent how to answer, such as "Do you agree that the voting age should obviously be lowered?"
- English: Do not interview anyone under 18 without appropriate permission and an adult present.
- English: Store responses without names, and label interviewees as Respondent A, B and C. 中文:储存回答时不要包含姓名,并把受访者标记为受访者 A、B、C。
- English: Report findings honestly, including the ones that contradict your hypothesis.
10. Presentation, Terminology and Mark Bands |
Presentation is not cosmetic. Clear headings, numbered tables, labelled charts and correct spelling of political terms all reduce the effort an examiner needs to understand your argument.
Spell and capitalise key terms accurately, because errors here suggest weak knowledge. Wales has a Senedd, not a Westminster-style parliament; devolution is not the same as independence; the franchise is the
