Hengqin belongs to Zhuhai, so the zone also drives high-quality cross-border collaboration for the host city. Customs arrangements are the practical heart of this: under the first-line and second-line management model, goods and people moving between Hengqin and Macao are handled differently from those moving between Hengqin and the rest of the mainland, which allows a freer flow on one side while keeping the national border secure on the other.
