📚 Externalities | 外部性
An externality occurs when the production or consumption of a good or service imposes costs or benefits on third parties who are not directly involved in the transaction, and these effects are not reflected in market prices. Externalities represent a classic source of market failure, leading to an inefficient allocation of resources. Understanding externalities is central to A-Level Economics, as they underpin many real-world policy debates on pollution, healthcare, education, and public transport.
1. Defining Externalities |
An externality is a spillover effect that arises when the actions of producers or consumers affect others outside the market mechanism. There are two main types: negative externalities, which impose external costs on third parties, and positive externalities, which confer external benefits. Crucially, private decision-makers ignore these external impacts when optimising their own utility or profit, resulting in a divergence between private and social outcomes.
2. Negative Externalities in Production |
Negative production externalities occur when a firm' hat the firm does not pay. A classic example is a factory emitting air pollution. The firm' nmental damage on nearby residents, which is the external cost. The social marginal cost (SMC) is therefore greater than PMC: SMC = PMC + External Cost. In a free market, the firm produces where PMC equals marginal benefit, leading to overproduction Qm > Qs, and a deadweight welfare loss.
3. Negative Externalities in Consumption |
Negative consumption externalities arise when an individual' place imposes second-hand smoke costs and healthcare burdens on non-smokers. The consumer' . A free market will overconsume such goods (e.g., more cigarettes than socially optimal), because consumers do not account for the external damage.
4. Positive Externalities in Production |
Positive production externalities occur when a firm' generate knowledge spillovers that boost productivity in other industries. Here, the firm' efits conferred: SMC = PMC − External Benefit. In a free market, underproduction occurs (Qm < Qs), and society misses out on potential welfare gains.
5. Positive Externalities in Consumption |
Positive consumption externalities arise when an individual' es to higher productivity, lower crime rates, and a more informed electorate. The consumer' PMB + External Benefit. Without intervention, individuals will underconsume education, leading to a market equilibrium quantity below the social optimum.
6. Marginal Social Cost and Benefit |
ncludes all costs to society: MSC = MPC + MEC (marginal external cost). The marginal social benefit (MSB) curve includes all benefits to society: MSB = MPB + MEB (marginal external benefit). The socially optimal level of output occurs where MSB = MSC. Any divergence between private and social curves signals a market failure. Graphically, a negative externality shifts the cost curve leftwards (or the benefit curve downwards), while a positive externality shifts the benefit curve rightwards (or the cost curve downwards).
边际社会成本(MSC)曲线包含社会的全部成本:MSC = MPC + MEC(边际外部成本)。边际社会收益(MSB)曲线包含社会的全部收益:MSB = MPB + MEB(边际外部收益)。社会最优产出水平在MSB = MSC处实现。
7. Market Failure and Deadweight Loss |
When externalities exist, the free market equilibrium is allocatively inefficient. For a negative externality, the quantity consumed is too high, and the area between the MSB and MSC curves over the excess units represents a deadweight loss to society. For a positive externality, underconsumption means that the potential net benefit (the area where MSB exceeds MSC beyond the private equilibrium) is not realised. This deadweight loss triangle is a key concept in welfare economics, demonstrating the monetary value of the misallocation.
8. Government Intervention: Indirect Taxes |
One remedy for negative externalities is imposing an indirect tax equal to the marginal external cost at the socially optimal output. This internalises the externality, shifting the supply curve (MPC) upward so that it coincides with the MSC curve. For example, a carbon tax on fossil fuels forces polluters to pay for the environmental damage. In theory, this reduces output to Qs and eliminates deadweight loss. However, setting the precise tax rate is difficult due to imperfect information about the size of external costs, and taxes can be regressive, affecting low-income households disproportionately.
9. Government Intervention: Subsidies |
For positive externalities, a per-unit subsidy equal to the marginal external benefit at the optimal quantity can encourage consumption. In the case of education, a subsidy to the consumer effectively lowers the price, shifting the demand curve (MPB) outward to match the MSB curve. Similarly, a subsidy to producers of vaccines rewards research and encourages higher inoculation rates. Subsidies carry the risk of government spending exceeding the social gain if the external benefit is overestimated, and they may create dependency on state support.
10. Government Intervention: Regulations and Bans |
Governments can use command-and-control measures such as environmental regulations, quotas, or outright bans to address externalities. For instance, banning smoking in enclosed public places directly eliminates the negative consumption externality. Regulations setting maximum emission levels for factories (e.g., sulfur dioxide limits) constrain firms' ability to pollute. The advantage is certainty of outcome, but regulations can be inflexible, impose high compliance costs on businesses, and may not achieve pollution reduction at the lowest cost to society, unlike market-based instruments.
11. Tradeable Pollution Permits |
A market-based solution to negative production externalities is the creation of a cap-and-trade system. The government sets an overall pollution cap (e.g., total tonnes of CO₂ allowed) and issues permits that can be bought and sold. Firms that can reduce emissions cheaply will do so and sell excess permits to those facing higher abatement costs. This ensures pollution is reduced at the lowest total cost. The EU Emissions Trading System (EU ETS) is a prominent example. Challenges include setting the cap at the right level, potential price volatility, and the risk of 'carbon leakage' where firms relocate to avoid regulations.
12. Coase Theorem and Private Solutions |
The Coase Theorem, proposed by Ronald Coase, argues that if property rights are well-defined and transaction costs are negligible, private parties can negotiate to resolve externalities without government intervention. For example, a beekeeper and an apple orchard owner can agree on a payment to maintain the bees that pollinate the trees, internalising the positive externality. However, in practice, transaction costs are rarely zero, especially when many parties are involved (e.g., global climate change). Moreover, assigning property rights can be politically contentious.
