1. Deconstructing the Assessment Objectives |
OCR AS Politics papers assess three overarching assessment objectives: AO1, AO2, and AO3. AO1 requires you to demonstrate knowledge and understanding of political institutions, processes, concepts, theories, and issues. This means you must be able to recall key definitions, explain how Parliament works, outline major ideological tenets, and show an awareness of recent political developments. AO2 asks you to apply this knowledge and understanding to analyse familiar and unfamiliar political phenomena, using appropriate political vocabulary to develop coherent arguments. AO3 focuses on your ability to evaluate political information, arguments, and viewpoints, making substantiated judgements about the relative value of different interpretations or the effectiveness of political processes.
The weighting of these objectives varies across the two AS papers. In Paper 1 (UK Politics and Core Political Ideas), AO1 typically accounts for around 40% of the marks, AO2 around 30%, and AO3 around 30%. In Paper 2 (UK Government and Optional Political Ideas), the balance shifts slightly toward evaluation, with AO3 carrying about 36% of the weighting. Understanding this distribution is crucial: a simple descriptive answer, however accurate, can at best only access AO1 marks, leaving nearly two-thirds of the total out of reach. Every piece of revision should therefore be framed by the question 'How can I use this information to analyse and evaluate?'
2. Command Words Decoded |
Every exam question uses specific command words that signal the required balance of assessment objectives. 'Describe' or 'Explain' questions primarily target AO1 and AO2, demanding a clear account of what something is or why it happens. 'Analyse' questions require you to break down a political issue into its component parts, examine causal relationships, and often imply a need for AO3 as you weigh different factors. 'Evaluate', 'Discuss', and 'To what extent' questions are the most demanding, explicitly requiring sustained evaluation and a definitive conclusion. Circle the command word as you plan, and let it dictate the proportions of description, analysis, and evaluation in your response.
For instance, a question that asks 'Explain three functions of political parties' requires content-led paragraphs that define each function clearly, supported by examples, with some embedded analysis of how well they perform. In contrast, 'Evaluate the view that political parties are no longer the most important vehicles for political participation' demands a running debate, where you advance arguments both for and against, use evaluative phrases like 'significantly', 'to a limited degree', and arrive at a sustained judgement that is mirrored in your introduction and conclusion.
3. Mastering the 10-Mark Source Questions |
Paper 1 and Paper 2 both feature 10-mark questions that are tied to a short written or data source. The key skill here is to use the source as a springboard for your own knowledge, not to simply paraphrase it. The mark scheme is divided into three levels: Level 3 (8-10 marks) demands good and accurate knowledge and understanding, with detailed comparison and analysis that consistently uses the source. You must select specific pieces of evidence from the source, attribute them clearly ('as the source indicates...'), and then extend the point with your own substantiating detail. Merely quoting without development will cap your mark at Level 2.
Consider a source that presents statistics on declining party membership. A Level 3 response would not just observe that membership is falling, but would link this to wider phenomena: the rise of single-issue pressure groups, the concept of partisan dealignment, and the implications for party finance and grassroots campaigning. The evaluation might emerge in your assessment of whether this decline truly signals a crisis for democracy, or whether people are simply participating through alternative channels. Always address the underlying concept the source is illustrating, and use your own parallel examples to demonstrate depth.
4. Structuring the 25-Mark Essay |
The 25-mark essay is the linchpin of both AS papers and requires a clear, argument-driven structure. Begin with a short introduction that defines key terms, shows you understand the debate within the question, and clearly states your line of argument—the judgement you will sustain. Avoid the chronological 'story-telling' approach; instead, organise your paragraphs thematically around the factors, interpretations, or points of view that will build your evaluation. Each main body paragraph should follow the PEEL structure: Point, Evidence, Explanation, and Link back to the question.
For the higher bands (Level 5, 21-25 marks), evaluation must be 'sustained and convincing'. This does not mean listing arguments for and against with a tentative conclusion. Instead, evaluation should be woven into every paragraph through comparative language ('more effective than...', 'the most profound impact stems from...'), acknowledgement of counterpoints ('Critics, however, would contend that...'), and precise, nuanced judgement. Your conclusion must flow logically from your analysis, avoid introducing new material, and explicitly answer the question, mirroring the evaluative stance announced in your introduction.
5. Integrating Political Concepts and Vocabulary |
Examiners are trained to identify and reward the precise use of political terminology. Terms like 'legitimacy', 'electoral mandate', 'judicial review', 'collectivism', and 'laissez-faire' are not mere ornaments; they are essential tools for analysis that directly contribute to AO2 marks. When you explain the decline of political participation, using the concept of 'partisan dealignment' demonstrates understanding beyond a simple narrative of falling turnout. Create a glossary of 20-30 key terms for each unit, and practise defining them and, more importantly, deploying them in context to explain political outcomes.
Beyond individual terms, you should also be confident using evaluative phrases that signal AO3 judgement. Phrases like 'This argument is compelling because...', 'However, this view underestimates the significance of...', and 'In the final analysis, the extent to which this holds true depends on...' are linguistic markers that you are weighing evidence. A paragraph that begins 'The Prime Minister's power is heavily constrained by Cabinet' becomes analytical when followed by '...as demonstrated by the collective responsibility conventions that shape ministerial behaviour, yet this constraint is variable depending on the PM's personal authority...' The comparative and contingent language elevates the response.
6. Using Contemporary Examples Effectively |
All OCR Politics papers require evidence, and examples drawn from the contemporary UK political landscape are the strongest currency. An example is not merely a name or a date; to be effective, it must be precise and directly support the point you are making. Instead of writing 'the Brexit referendum divided parties', a strong example would be 'the 2016 EU referendum exposed deep intra-party fractures, as seen with the eighty Conservative MPs who rebelled against the government's Withdrawal Agreement on multiple occasions, undermining the parliamentary arithmetic of the executive'. The detail transforms the example from illustrative to analytical.
You should curate a 'case bank' of up-to-date examples for each topic, covering elections, legislation, leadership challenges, Supreme Court rulings, and manifesto pledges. For Paper 2, particularly focus on concrete instances of Parliament scrutinising the government, such as select committee reports, urgent questions, and defeats in the Commons. When you include an example, always briefly explain its significance to the argument—never assume the examiner will infer the link. A sentence like 'This illustrates the growing assertiveness of backbenchers in holding the executive to account' makes your use of evidence explicit.
7. Achieving Balance and Sustained Evaluation |
A common misconception is that 'balance' means giving equal weight to both sides regardless of the evidence. In high-level evaluation, balance means demonstrating a thorough consideration of alternative views but then using criteria to adjudicate between them. For an 'evaluate the view' question, you could adopt a 'weighing' structure: identify the criteria by which the view should be judged, test the arguments for and against against those criteria, and then assign relative weight. A conclusion like 'On balance, the view is accurate in the context of general elections, but less so in the context of policy-making between elections' shows sophisticated evaluative skill.
To practise sustained evaluation, try using a 'running judgement' technique. At the end of each main body paragraph, include a short mini-conclusion that links the paragraph's analysis back to the central evaluative question. If your question is 'Evaluate the extent to which Parliament is effective in scrutinising the executive', a paragraph on Prime Minister's Questions might conclude: 'Thus, while PMQs provides high-profile theatrical accountability, its effectiveness in sustained, detailed scrutiny is limited, lending weight to the argument that Parliament's scrutiny role is more symbolic than substantive.' This constant return to the evaluative thread keeps your answer focused on AO3.
8. Time Allocation and Planning Under Pressure |
In the AS exam, time is a severe constraint. Paper 1 is 1 hour 45 minutes for 65 marks, and Paper 2 is the same. A practical rule is to allocate approximately 1.2 minutes per mark, which gives 12 minutes for a 10-mark source question and 30 minutes for a 25-mark essay. That 30 minutes should be broken down: 5 minutes for planning and deconstructing the question, 22 minutes for writing, and 3 minutes for reading and correcting. Students often neglect planning, but a 5-minute investment in a structured plan, including a thesis statement and 3-4 thematic topics, actually speeds up writing and drastically improves coherence.
Your plan for a 25-mark essay should not be a full set of sentences but a swift outline: your overall judgement, a one-word prompt for each paragraph's main point, the specific examples you will deploy, and a note of the counter-perspective for your evaluation. This prevents the most common mistake of writing a chronological narrative that drifts from the question. Use the question's wording in your plan: if it asks 'Evaluate the view that...', your plan should literally have 'For the view' and 'Against the view' as organisational axes, with your own judgement as the synthesis. This ensures you never lose sight of the evaluative demand.
9. Common Examiner Pitfalls to Avoid |
Examiner reports repeatedly identify a set of recurring weaknesses that hold candidates back. The first is 'assertion without evidence': making a broad claim such as 'The judiciary is increasingly powerful' without citing a specific case like the Miller decisions or the Human Rights Act's application. Another is 'label swapping', where candidates use ideological terms like 'socialism' and 'collectivism' interchangeably without defining the nuance. A third is the 'isolated example' problem, where a single case is presented as conclusive proof of a trend. Instead, use a cluster of examples or acknowledge that one case is part of a wider pattern.
Other fatal errors include misreading the question scope—answering a question on 'the effectiveness of Parliament' with a pure description of how Parliament is composed, or writing a pre-prepared answer on an adjacent topic. Always match the tense and the precise focus. Additionally, a weak or absent conclusion is particularly damaging because it prevents you from demonstrating AO3 synthesis. Examiners are clear: an essay that trails off without a crystallising final judgement cannot reach the top band, no matter how good the preceding analysis. Your conclusion is your last chance to show you have made a substantiated judgement.
10. Tailoring Technique for the Ideologies Section |
The Core and Optional Political Ideas sections require a slightly different approach. Answers on liberalism, conservatism, socialism, or the optional ideology must demonstrate knowledge of the traditions within each ideology, such as classical vs. modern liberalism, or the tensions between the New Right and One Nation conservatism. Rote learning of key thinkers is insufficient; you must be able to compare thinkers and explain tensions. A common question asks 'To what extent do socialists agree on...' which requires you to map areas of agreement (e.g., a critique of capitalism) against deep divisions (e.g., on the role of the state in achieving equality).
For the ideologies essays, your examples are philosophical arguments and the writings of key thinkers. When you cite John Locke, avoid the generic 'Locke believed in natural rights'. Instead, show precision: 'Locke's concept of natural rights, as articulated in Two Treatises of Government, is grounded in the theological premise that individuals are God's property, which leads to a state of nature governed by natural law—a distinctly classical liberal, limited-government conclusion.' In evaluation, compare the coherence of an ideology's internal propositions; a top-grade answer might argue that socialism contains an irreconcilable tension between its commitment to equality of outcome and individual liberty, hindering its practical application.
11. Leveraging Data and Statistics in Source Questions |
Some 10-mark source questions will present data in the form of a table, chart, or infographic on electoral turnout, opinion polls, or representation. The skill here is to interpret what the data means, not just describe what it says. Use phrases like 'This suggests a strong correlation between...', 'The trend indicates a significant decline since...', or 'The data reveals a stark disparity in...'. Always go beyond the surface: if turnout is lower among younger demographics, link this to debates about reforming the voting age, digital engagement, or the perceived relevance of political parties to young people's lives.
When you incorporate a statistic, always place it within a political context. For example: 'The fact that 47% of the electorate voted for parties other than the two main ones in 2024, according to the source, challenges the received wisdom of a stable two-party system and lends weight to arguments that Britain is now a multi-party democracy in electoral terms, even if the single-member plurality system obscures this in the Commons.' This kind of analysis transforms a bare number into a powerful evaluative point, directly demonstrating AO3 skills.
12. Final Revision and Exam-Day Strategies |
In the final days before the exam, shift your focus from acquiring new content to consolidating and practising application. Complete timed essay plans under exam conditions, not full essays, to maximise the number of questions you cover. For each major topic, ensure you can write a strong, differentiated paragraph on three or four sub-themes from at least two competing perspectives. Build 'concept maps' that connect case studies to evaluation criteria: for instance, link the Salisbury Convention to questions about the Lords' democratic legitimacy, and then to debates on constitutional reform. This networked thinking supports the kind of synoptic evaluation required for top marks.
On the day of the exam, approach the paper strategically. Read all questions on your chosen paper before starting, and select the essay question where you can most readily construct a balanced, evaluative argument, not necessarily the one you have the most factual knowledge about. During writing, actively monitor your balance of AO1, AO2, and AO3. If a paragraph is pure description, add a sentence of implication or a comparative counter-point. And remember the mark scheme's highest descriptor: answers are 'analytical and evaluative throughout', not just in a designated evaluation section. Keep evaluation as a constant companion to your knowledge, and the criteria will reward you.
