1. The Treaty of Versailles and Other Peace Settlements |
The Paris Peace Conference of 1919 was dominated by the 'Big Three': US President Wilson, British Prime Minister Lloyd George, and French Premier Clemenceau. Wilson pushed for a lenient peace based on his Fourteen Points, including self-determination and a League of Nations; Lloyd George sought to safeguard British naval and imperial interests without crushing Germany; Clemenceau demanded harsh terms to secure France against future German aggression and to gain revenge.
The Treaty of Versailles (1919) imposed on Germany: War Guilt Clause (Article 231) that placed full responsibility for the war on Germany; military restrictions limiting its army to 100,000 men, prohibiting conscription, tanks, submarines and an air force; territorial losses including Alsace-Lorraine to France, Eupen-Malmedy to Belgium, West Prussia and Posen to Poland (creating the Polish Corridor), and the demilitarisation of the Rhineland; and reparations fixed at £6.6 billion in 1921.
Other treaties reshaped Eastern and South-Eastern Europe: the Treaty of Saint-Germain (1919) with Austria dismantled the Austro-Hungarian Empire, creating new states like Czechoslovakia and Yugoslavia; the Treaty of Trianon (1920) with Hungary reduced its territory and population significantly; the Treaty of Neuilly (1919) punished Bulgaria; the Treaty of Sevres (1920) with the Ottoman Empire was rejected by Turkish nationalists and later revised by the Treaty of Lausanne (1923). The principle of self-determination was applied inconsistently, and many ethnic minorities remained, sowing future tensions.
The fairness of these settlements remains debated. Many Germans viewed Versailles as a 'diktat'—a dictated peace—which fostered resentment and extremism. Economically, the high reparations contributed to hyperinflation in 1923 and prolonged instability. However, some historians argue that compared to Brest-Litovsk (which Germany imposed on Russia in 1918), Versailles was relatively moderate, and Germany was left economically stronger than its neighbours, albeit politically humiliated.
2. The League of Nations in the 1920s and 1930s | 国际联盟的兴衰
The League of Nations was established in 1920 as part of the Versailles settlement to promote collective security and prevent future wars. Its structure included the Assembly, the Council, the Secretariat, and the Permanent Court of International Justice. The League could use moral condemnation, economic sanctions, and (in theory) military force, but it relied on member states' willingness to enforce its decisions. Crucially, the USA never joined, which deprived the League of the world's most powerful democracy.
In the 1920s, the League recorded several successes. It settled the Aaland Islands dispute between Sweden and Finland (1921), managed the partition of Upper Silesia between Germany and Poland (1921), and provided loans and resettlement aid to 400,000 prisoners of war. Its commissions, such as the Health Committee and the International Labour Organization, improved living standards globally. These achievements showed that international cooperation could resolve minor conflicts and humanitarian issues.
The 1930s, however, exposed the League's fatal weaknesses. In 1931, Japan invaded Manchuria and established the puppet state of Manchukuo. The League condemned Japan but imposed no effective sanctions; Japan simply withdrew from the League in 1933. In 1935, Italy invaded Abyssinia (Ethiopia). The League imposed limited economic sanctions but excluded oil, which might have halted Mussolini's war. Britain and France even secretly discussed the Hoare-Laval Pact, proposing to cede part of Abyssinia to Italy. The League lost all credibility as a peacekeeper.
The League's failures stemmed from structural flaws: absence of its own army, requirement for unanimous Council decisions, and the reluctance of Britain and France to act aggressively during the Great Depression. Collective security proved hollow when faced with determined aggressors.
3. The Road to World War II: Aggression in the 1930s | 通向二战之路:1930 年代的侵略模式
Hitler's foreign policy exploited the weaknesses of the Western democracies and the League of Nations. His aims included reversing Versailles, uniting all German-speaking peoples (Grossdeutschland), and acquiring Lebensraum (living space) in the East. He tested international resolve through a series of bold moves, often meeting only appeasement.
The key steps to war included: German rearmament (announced 1935) and reintroduction of conscription; remilitarisation of the Rhineland (1936) in direct violation of Versailles and Locarno; Anschluss with Austria (1938); the Sudetenland crisis and the Munich Agreement (September 1938), where Britain and France agreed to Hitler's demands to dismember Czechoslovakia without consulting the Czechs; the full occupation of Czechoslovakia (March 1939); and finally, the Nazi-Soviet Pact (August 1939), which secretly agreed to partition Poland and removed the threat of a two-front war. Germany invaded Poland on 1 September 1939, triggering the Second World War.
Why did Britain and France follow a policy of appeasement? Fear of another devastating war, the memory of the First World War, military unpreparedness, the desire to use Hitler as a bulwark against communism, and the view that some of Hitler's early demands were reasonable. However, appeasement only encouraged more aggression and gave Hitler time to strengthen his military. It failed morally and strategically.
4. The Origins of the Cold War |
The Cold War emerged from the breakdown of the wartime Grand Alliance between the USA, Britain, and the USSR. Even before the Second World War ended, tensions surfaced at the Yalta (February 1945) and Potsdam (July-August 1945) conferences. At Yalta, Stalin promised free elections in Eastern Europe, but by Potsdam, the Red Army occupied much of Eastern Europe and Soviet control was tightening. The replacement of Roosevelt with Truman, who was far more suspicious of Stalin, hardened the US stance.
The 'Long Telegram' by US diplomat George Kennan (1946) and Churchill's 'Iron Curtain' speech (1946) crystallised American fears of Soviet expansionism. The USA adopted a policy of containment, expressed in the Truman Doctrine (1947), which pledged to support free peoples resisting subjugation by armed minorities or outside pressures, and the Marshall Plan (1948), which provided massive economic aid to rebuild Western Europe and prevent the spread of communism.
The Soviet Union responded by tightening its grip on Eastern Europe (establishing satellite states), creating the Cominform (1947) to coordinate communist parties, and the Comecon (1949) as an economic counterpart to the Marshall Plan. The Berlin Blockade (1948-49) was the first direct confrontation: Stalin cut off all land routes to West Berlin; the Allies responded with a massive airlift, supplying the city for eleven months. The blockade failed and convinced the Western powers to create NATO (1949); the USSR later formed the Warsaw Pact (1955).
Historians debate who was responsible for the Cold War. The traditional (orthodox) view blames Soviet aggression; the revisionist view emphasises American economic imperialism and the atomic bomb's role; post-revisionist accounts stress mutual misunderstandings, security dilemmas, and the inherent tension of bipolar power. The reality is a combination of ideology, power vacuums, and misperception.
5. The Division of Germany and the Berlin Blockade |
Germany was divided into four occupation zones managed by the USA, Britain, France, and the USSR. Berlin, located deep inside the Soviet zone, was similarly split. By 1948, disputes over reparations and the introduction of a new currency in the Western zones prompted Stalin to blockade West Berlin. The Western Allies executed the Berlin Airlift, landing a plane every 30 seconds at peak times, and delivered over 2 million tons of supplies. Stalin lifted the blockade in May 1949.
In the aftermath, two German states were established: the Federal Republic of Germany (FRG, West Germany) and the German Democratic Republic (GDR, East Germany). The Berlin Wall was built in 1961 to stop the mass exodus of East Germans to the West. The Wall became the most powerful symbol of Cold War division until its fall in 1989.
6. The Korean War (1950-1953) |
Korea had been divided along the 38th parallel after the Second World War, with a Soviet-backed communist government in the North (Kim Il-sung) and a US-backed capitalist government in the South (Syngman Rhee). On 25 June 1950, North Korean forces invaded the South, aiming to unify the peninsula by force.
The UN Security Council, in the absence of the USSR (which was boycotting the UN in protest), authorised a multinational force led by the USA. Under General MacArthur, UN troops pushed the North Koreans back beyond the 38th parallel and advanced toward the Yalu River. China, fearing a pro-Western Korea on its border, intervened with massive forces, driving the UN back. The war became a stalemate around the 38th parallel, and an armistice was signed in 1953, restoring the original boundary with a demilitarised zone.
The Korean War significantly extended the Cold War into Asia. It demonstrated the willingness of the USA to use military force for containment, led to a massive American rearmament, and entrenched the division of Korea. It also deepened Sino-American hostility for decades.
7. The Cuban Missile Crisis (1962) |
In 1959, Fidel Castro overthrew the pro-American Batista regime in Cuba. The USA imposed an economic embargo, and in 1961, the CIA-sponsored Bay of Pigs invasion failed dismally. Castro turned to the Soviet Union for support, and Khrushchev secretly began deploying nuclear missiles in Cuba to deter another US invasion and to redress the strategic imbalance, as American Jupiter missiles were already stationed in Turkey.
In October 1962, US U-2 spy planes discovered the missile sites. President Kennedy imposed a naval 'quarantine' (blockade) and demanded the removal of the missiles. For thirteen days, the world teetered on the brink of nuclear war. Khrushchev eventually agreed to dismantle the sites in exchange for a US public pledge not to invade Cuba and a secret agreement to remove the Jupiter missiles from Turkey. A 'hotline' was established between Washington and Moscow to improve crisis communication, and a Partial Nuclear Test Ban Treaty followed in 1963.
The Cuban Missile Crisis is often seen as the moment the Cold War came closest to nuclear conflict. Both leaders, having stared into the abyss, began to pursue a degree of superpower co-operation, marking the beginnings of detente.
8. The Vietnam War |
Vietnam was a French colony; after French defeat at Dien Bien Phu (1954), the Geneva Accords temporarily divided the country at the 17th parallel. The North, led by Ho Chi Minh, was communist; the South was anti-communist under Diem, who refused the planned unification elections. The Viet Cong, a communist insurgency in the South, fought against Diem's regime with Northern support.
Under the 'Domino Theory' (fear that if one country fell to communism, its neighbours would follow), successive US Presidents escalated involvement. Kennedy sent military advisors; Johnson, using the Gulf of Tonkin Resolution (1964), committed combat troops. Despite massive bombing campaigns (Operation Rolling Thunder) and a peak of over 500,000 US troops, the war became a quagmire. The Tet Offensive (1968) was a military failure for the Viet Cong but a propaganda victory, turning US public opinion against the war.
